Official youth unemployment figures do not tell the whole story. Ministry of Social Affairs of NL has recently calculated that a group of approximately 50.000 youngsters is inactive: they are not registered as students, they are nor registered for social benefits, nor at the labour office or anywhere else for support. And in most cases they are also not part of any criminal connection, working in black market or whatsoever. They are simply not participating anymore. To prevent these youngsters to become depended of social benefits, become long term unemployed etc. local authorities of The Hague have opted for individual approaches. A case manager visiting the youngsters at home and to check what is needed to help them to start participating again. Now several other local authorities (Rotterdam, Amsterdam) follow this same approach (Source: Ministry of Social Affairs, 2015).
